Abstract

The participation of local communities in the Lower Limpopo region in flood risk management is a challenge in areas prone to flooding, such as Maniquenique and Xai-Xai. Mozambique's geographical location is one of the factors contributing to the country's vulnerability to extreme events, considering that some cyclones and tropical depressions form in the Indian Ocean, cross the Mozambique Channel, and affect the coastal zone, destroying human lives and livelihoods. This work aims to analyze the participation of the communities of Maniquenique and Xai-Xai in the flood risk management process. Specifically, it aims to explain the participation process in risk management; show the perception of local communities regarding flood risk; identify the vulnerability of these communities to flood risk; and present local risk management strategies. The research was based on document review, field interviews, and data analysis using graphs. The involvement of vulnerable local communities in risk management is of great importance because it allows their participation in planning, decision-making, and the implementation process. The main results of this research indicate that populations are aware of the risks of flooding, as evidenced by the preventative measures they take as soon as they become aware of approaching floods. Community participation and environmental education are important ways to reduce the vulnerability of populations to the risk of flooding.
